Mix together the flour, cheese, salt, and pepper. Add butter and use a pastry cutter or your hands to blend until the dough is crumbly.
Stir in the milk, then gently knead with your hands until the dough comes together.
Roll the dough into a log about 2 inches thick. Coat the log in everything bagel seasoning, ensuring an even coating. Wrap in plastic wrap and freeze for 3 hours.
Preheat the oven to 350˚F. Using a sharp knife, slice the crackers to a thickness of 1/8 inch.
Place the slices on a parchment-lined baking sheet (not touching) and bake for ~12-15 minutes. Flip and cook for a few more minutes until golden brown on both sides.
Remove from the oven and let them cool completely.
