Line an 8×8-inch pan with parchment paper.
Heat peanut butter and honey over medium heat, stirring occasionally until melted and glossy.
Remove from heat and stir in oats until well coated. Add water as needed until it reaches a cookie dough consistency.
Press the oat mixture firmly into the lined pan and set aside.
In a microwave-safe bowl, heat chocolate chips in 20-second intervals, stirring in between until melted and glossy.
Pour melted chocolate over the oat layer, spreading it evenly. Sprinkle with coarse sea salt.
Freeze the pan for at least 20 minutes before cutting into squares.
Enjoy immediately or store the bars in a freezer-safe container.
