In a ziplock bag, combine flour, cornstarch, a sprinkle of salt, and a sprinkle of black pepper to taste. Shake well to mix.
In a deep bowl, whisk together eggs, a sprinkle of salt, and a sprinkle of black pepper.
Dip the chicken pieces into the wet batter, then transfer them to the ziplock bag. Seal the bag and shake until each piece is evenly coated. Remove the chicken and set aside.
In a saucepan over medium-high heat, combine soy sauce, honey, ketchup, rice vinegar, brown sugar, red pepper flakes, sesame oil, and minced garlic. Bring to a simmer, then reduce the heat.
Mix water and cornstarch, then add to the saucepan to thicken the sauce into a glaze. Once it coats the back of a spoon, remove from heat and transfer to a large bowl. Set aside.
Stir-fry the bell peppers and green beans in sesame oil over medium-high heat until golden, about 5 minutes.
Heat vegetable oil to 350°F in a frying pan. Fry the breaded chicken in batches until golden, about 5 to 6 minutes. Drain on a wire rack.
Toss the fried chicken in the sauce along with the stir-fried veggies and sesame seeds.
