Boil a large pot of water and cook noodles according to package instructions.
In a saucepan over medium heat, melt the butter and olive oil. Add garlic and tomato paste, cooking for about 4 to 5 minutes until the paste darkens in color.
Stir in ginger paste, hoisin sauce, oyster sauce, and low sodium soy sauce. Mix well, then add heavy cream, stirring until smooth. Let it simmer for 2 to 3 minutes.
Add grated parmesan, red pepper flakes, and chopped parsley, stirring until melted into the sauce.
Taste and adjust seasonings to your liking. For extra spice, add more red pepper flakes or a dash of sriracha.
Add cooked noodles to the saucepan, tossing to coat evenly. Optionally, mix in sautéed bell peppers and steak.
Garnish with green onions and sesame seeds if desired, and enjoy your deliciously creamy ramen!
