- Rinse the rice in a fine-mesh sieve until the water runs clear to remove excess starch. Alternatively, soak it in cool water for 30 minutes and then drain well.
- Bring 2 1/2 cups of water to a boil in a kettle.
- In a pot over medium heat, add olive oil, butter, garlic, and rice. Toast for 2 to 3 minutes.
- Add hot water, salt, and bay leaf. Bring to a boil, then reduce heat, cover, and simmer for 12 to 14 minutes.
- After cooking, let the rice sit covered for 10 minutes. Fluff with a fork and transfer to a bowl. Add lime juice, lemon juice, and chopped cilantro. Mix well.
