Preheat your oven to 350°F and line a cookie sheet with parchment paper.
In a mixing bowl, beat together the butter, sugar, and vanilla until it's light and fluffy (about 3-5 minutes).
In a separate bowl, mix together the flour, baking soda, and salt.
While the mixer is running on low speed, add in the egg and milk. Gradually add the flour mixture until just combined.
Use a small cookie dough scoop to make 24 even dough balls. Roll each ball in the Christmas-colored nonpareils.
Place each cookie about 1 inch apart on the prepared baking sheet and bake for 8-9 minutes, or until the edges are just set.
Remove from the oven and gently press a Hershey Kiss into the center of each cookie.
Let the cookies cool for 2 minutes on the baking sheet before transferring them to a cooling rack to cool completely.
